
The Hoy No Circula program in Mexico City and several municipalities in the State of Mexico restricts the circulation of certain vehicles during specific hours. Those with plates ending in 7 and 8 and with pink stickers cannot circulate from 05:00 to 22:00 hours.
Furthermore, vehicles with a circulation hologram 1 have additional restrictions. If their plate ends in 0, 2, 4, 6, or 8, they cannot circulate on the second and fourth Saturday of each month. Conversely, if the ending is odd (1, 3, 5, 7, 9), they must refrain from circulating on the first and third Saturday, during the same hours of 05:00 to 22:00 hours.
Fines for drivers who violate these restrictions range from two thousand 262 to three thousand 394 pesos, in addition to the towing of the vehicle to the impound lot, with costs varying depending on the towing capacity of the unit and ranging from 919 to one thousand 833 pesos.
In Mexico City, the Hoy No Circula applies in all areas of the capital, including Álvaro Obregón, Azcapotzalco, Benito Juárez, Coyoacán, Cuajimalpa, Cuauhtémoc, Gustavo A. Madero, Iztacalco, Iztapalapa, Magdalena Contreras, Miguel Hidalgo, Milpa Alta, Tláhuac, Tlalpan, Venustiano Carranza, and Xochimilco.
Among the vehicles exempt from these restrictions are those with circulation holograms 0 and 00, motorcycles, electric vehicles, hybrids, ancient or classic cars. Vehicles with special plates for people with disabilities are also permitted, as well as those with special authorization such as the Metropolitan Tourist Pass.
Vehicles with circulation hologram 2 and foreign vehicles with foreign plates have additional restrictions. They cannot circulate on Saturdays from 05:00 to 22:00 hours and on weekdays from 05:00 to 11:00 hours, according to the last number on their plate.
